Data Architect - Senior

Le projet est un projet d’intégration de données visant à regrouper, repenser et mettre en œuvre plusieurs data marts de reporting disparates contenant des données des tribunaux dans un Entrepôt de Données d’Entreprise (EDW) ainsi qu’un ensemble de data marts et de vues dépendants. Ce projet remplacera les six data marts IBM Cognos BI autonomes existants (JIMS, Crown File Ownership CFO, Court Case Management CCM, Courtroom Utilization, Courtroom Activity et Case Adjournment) par un entrepôt de données bien intégré.
Les data marts existants extraient, restructurent et agrègent les données nécessaires aux rapports stratégiques, opérationnels et ad hoc à partir de la base de données Justice Online Information Network (JOIN). L’objectif du projet est d’améliorer la disponibilité, la gouvernance et le reporting des données judiciaires en mettant en place une architecture de reporting plus efficace, conviviale, rapide et rentable.

Responsabilités du rôle de Data Architect
- Examiner les data marts existants
- Effectuer un profilage détaillé des données
- Analyser et créer des spécifications de conception et de mapping
- Identifier les dimensions nécessaires pour les tables de faits
- Effectuer un profilage détaillé des tables incluses dans les tables de faits
- Développer et tester les processus ETL (Extract Transform Load)
- Développer des rapports Power BI pour les tests de plusieurs dimensions
- Tester les dimensions et les tables de faits pour l’assurance qualité
- Mettre à jour les modèles de données JOIN actuels avec de nouveaux attributs de faits
- Mettre en place les données nécessaires en staging
- Corriger les anomalies mineures dans les data marts livrés
- Fournir des retours et leçons apprises à la clôture du projet
Tâches
- Définir et gérer efficacement l’architecture des données (principes, stratégies, méthodes, modèles, normes, directives, plans, etc.)
- Promouvoir des modèles de données réduisant la redondance via la réutilisation et le partage
- Identifier et documenter les exigences de données de l’entreprise
- Favoriser les pratiques améliorant la qualité des données
- Élaborer et diriger les plans de transition vers l’état cible des données
- Participer aux communications liées à l’architecture des données de l’entreprise (GAEA)
- Contribuer au développement du cadre d’architecture d’entreprise et des méthodes de conception
- Répondre aux demandes d’extension du périmètre de l’architecture
- Fournir conseils et expertise aux projets pour assurer leur alignement
- Participer aux revues d’architecture et de conception
- Soutenir les autres membres de l’équipe d’architecture
Équipements et installations
- Les ressources doivent fournir leur propre équipement (ordinateur, logiciels, accessoires, etc.)
- L’ordinateur doit être compatible avec Azure Virtual Desktop (AVD), Windows étant recommandé
- La province fournit les accès et identifiants aux systèmes
- En cas de travail sur site, l’espace de bureau est fourni, mais pas l’équipement informatique
- L’outil principal de réunion est Microsoft Teams (Zoom utilisé occasionnellement)
- Le taux proposé doit inclure tous les coûts (équipement, administration, etc.)

Description
The project is a data integration project aimed to amalgamate re-design and implement several disjointed reporting data marts containing court data into an Enterprise Data Warehouse EDW and a set of dependent data mart and views. This project will replace the existing six stand-alone IBM Cognos BI data marts JIMS Crown File Ownership CFO Court Case Management CCM Courtroom Utilization Courtroom Activity and Case Adjournment with a well-integrated data warehouse. The existing data marts extract process re-structure and aggregate data required for strategic operational and ad hoc reporting of court data stored in the Justice Online Information Network JOIN database. The goal of the project is to evolve availability governance and reporting of court data by implementing a more efficient user-friendly faster and cost-effective reporting architecture. This Data Architect role will:
- review existing data marts
- perform detailed data profiling
- analyze and create design and mapping specifications
- identify Dimensions required for Facts
- complete detailed data profiling of tables included in Facts
- develop and test Extract Transform Load ETL processes
- develop Power BI reports for testing for several Dimensions
- testing of Dimensions and Fact for quality assurance
- update JOIN as-is data models for new Fact attributes
- stage the required data
- address minor fixes in delivered data marts
- provide feedback and lessons learned at project close out.
Duties:
- Facilitate the effective definition and management of the data architecture e.g. principles strategies architectures methods design principles models standards guidelines plans etc.
- Encourage data models and practices that reduce data redundancy by promoting reuse/sharing in keeping with the IMT strategy
- Identify and document enterprise data requirements
- Encourage practices that improve data quality
- Develop and lead the transition plans that will guide current data to its ideal future state
- Lead or assist in communication activities surrounding the Sectors and Government of Alberta Enterprise Architecture GAEA data architecture
- Contribute to the definition and development of the enterprise architecture framework and associated corporate solution design and delivery methods thus improving the proactive alignment of data architecture
- Respond to requests for extensions to the scope of the data architecture
- Provide information advice guidance and consultancy to initiatives/projects that are defining or aligning to the data architecture - thus promoting compliance to the data architecture and IMT strategies
- Establish and participate in design reviews regular or ad-hoc architectural reviews - ensuring correct interpretation of the data architecture and IMT strategies and
- Provide support to other members of the enterprise architecture team as required
Facilities and Equipment:
- Resources shall be responsible for providing all of their equipment including computers software printers supplies desks and chairs. The computer's OS must be a modern version of Windows or MacOS compatible with Azure Virtual Desktop AVD and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer. The Province shall ensure that resources have the necessary access and credentials to the GoA system.
- In the event that resources are directed to work in-person the Province shall provide the requisite office space furniture and office supplies. However the resources shall continue to be responsible for providing computers and software and the Province shall continue to ensure that resources have the necessary access and credentials to the GoA system.
- The virtual meeting tool for the Province is Microsoft Teams. Zoom may sometimes be used when needed however Zoom accounts are not provided by the Province.
- The fixed rate quoted must be inclusive of all overhead office space and equipment including supplies administrative burden mark-up and all other costs to perform the Services for the duration of the Contract.
Location of Work:
- Resources will primarily work remotely however may be required to attend meetings or work sessions in Edmonton on reasonable notice from the Province. At the time of providing such notice the Province will advise of the expected duration of any such meetings or work sessions. However time to travel and any associated expenses to and from Edmonton will be at no cost to the Province. Onsite meetings will be approximately 15 of total hours.
- The Province reserves the right to alter this work arrangement on reasonable notice to the resources. The Suppliers and the resources will be consulted about the alteration in work arrangement however the Province retains ultimate discretion as to the appropriate work arrangement.
- Work MUST be done within Canada.
- Should a candidate be assigned to a team working for Justice prior to performing services the candidate must provide the Province with an Enhanced Security Clearance. A candidate may be rejected if in the opinion of the Province the Enhanced Security Clearance or equivalent is unacceptable. The Province does not receive any information specific to the reason an Enhanced Security Clearance may be rejected. Participating law enforcement agencies only identify if an applicants clearance is not accepted.
- Candidates should be aware that over the course of the WO resources may be required to complete higher-level security clearances such as the Royal Canadian Mounted Police Top Secret Clearance. Please ensure applicants are eligible to apply if required by the ministry.
- Acceptance by the Province of all candidates requires written approval from the Province following acceptable security clearances.

There may also be other mandatory and/or optional training.
