Job Responsibility:

The Adams Lake Indian Band is looking for a Lands Administrator to join our team. Under the direction of the Lands Manager or designate, the Lands Administrator will be responsible for the day-to-day operations of individual land holdings, in accordance with Indigenous Services Canada, Adams Lake Indian Band procedures, policies and processes, RLEMP policies under the Indian Act . This employee is responsible for all band member land transactions i.e. transfers, allotments, certificate of possession lands, encumbrance checks, right of way, parcel abstract reports, etc.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Performs all duties and responsibilities in accordance with Adams Lake Indian Band's policies and procedures;
  • Support working groups, committees, and meetings;
  • Contributes to and supports the development and delivery of strategic Lands Departments initiatives;
  • Supports all lease, membership, estates and taxation duties;
  • Supports environmental projects (environmental inspections, water & sewer, etc.);
  • Supports the preparation of briefing notes and BCR's as required for leadership to make informed decisions;
  • Familiar with payables and receivables to deal with invoices for the department;
  • Supports Lands Departments monthly reports to leadership and community;
  • Supports on-going communication with lease holders, current and potential;
  • Use of the Indian Land Registry System, Survey searches, and Tax Administration System;
  • Maintains confidentiality on all matters relating to the affairs of the lands, leasing, taxation department and the Adams Lake Indian Band.
  • Reviews all allotments, transfers encumbrance checks, right of ways, land use agreements and Band Council Resolutions and submits to Lands Manager-Tax Administrator for final review before sending out to appropriate parties.
  • Updates computerized systems and band departments of any address changes of the lessees, ILH or permittees.
  • Organizing, inputting all data and keeping all files up to date with all registered documents such as, modified rentals and legal descriptions.
  • Assisting the Lands Manager with any programs designed for the Lands Department.
  • Organizing, inputting all data and keeping locate files up to date with all registered certificates of possession, allotments and transfers as they pertain to locate lands.
  • Assists with the preparation of reports to be presented to Chief and Council upon request.
  • Assist with formalization of legal documents.
  • Organize and file maps for all reserves.
  • Ensure that the legal property descriptions on documentation is identical to that recorded in the land registry.
  • Assist with the research of all land registry and ownership records and ensuring that the owner's interests are protected.
  • Processes documentation of requests for surveys and/or approval of surveys as requested from time to time by the Lands Manager. This includes:
  • Drafting Band Council resolutions requesting surveys and/or approving survey,
  • Obtaining consents to survey from band members,
  • Requesting encumbrance checks,
  • Requesting land status reports,
  • Submitting Band Council Resolution and supporting documentation to Indigenous Services Canada.
  • All other related duties as required.

KNOWLEDGE AND SKILLS

  • Post secondary education preferred and/or grade 12,
  • Experience in a First Nations Community administration work environment,
  • Familiar with the First Nation's Land Management Act,
  • Familiarity with Indigenous Services Canada,
  • Good verbal and written communication skills,
  • Excellent analytical and organizational skills to achieve desired results,
  • Diplomacy, tact and confidentiality in dealing with a variety of people,
  • Reliability and dependability,
  • Self motivated to work under minimum supervision and as a team player,
  • Ability to work flexible hours/days if required, and
  • Good judgement and problem-solving skills must be exercised at all times.

PHYSICAL DEMANDS

Those normally associated with a typical office environment. Continuous visual concentration on computer and/or laptop.

WORKING CONDITIONS

Most of the work duties will be performed in a typical office environment. Field work will be performed on the land from time to time.

EQUIPMENT AND SOFTWARE

Equipment: Photo copier, Printer, Scanner, drone, metal detector, and measuring tape

Software: Microsoft Office - Word, Excel, Publisher, Outlook, Adobe Acrobat Pro, Google Earth Pro, Survey Searches, Indian Land Registry System and TAS.

OTHER REQUIREMENTS

Valid Class 5 or 7 BC Driver's License (copy)

Current Driver's Abstract (copy)

Grade 12 or equivalent (copy)

BONA FIDE JOB REQUIREMENTS

Current Criminal Records Check with vulnerable sector clearance, with results acceptable to ALIB. (original)

TERMS OF EMPLOYMENT:

Full time permanent position

Wage range: $23 - $27 per hour

Upon completion of probation ALIB offers comprehensive Benefits and a Pension Plan.

Hours per week: 75 hours biweekly (max 37.5 hrs./week), with flexibility in hours/days of work.
