Director, Human Resources - HR/RH

Nunavik

Contributing to the mission of an organization committed to providing comfortable, safe, and culturally appropriate housing in Nunavik’s fourteen communities. With a team of 250 employees working across the region, NHB operates in a unique northern environment where teamwork, adaptability, and collaboration are essential.

As Director of Human Resources, you will play a key role in shaping the evolution of the HR function, supporting employee development, and implementing processes adapted to the organization’s realities.

Salary and Benefits

  • Total compensation, including the cost-of-living differential and food allowance, up to $160,300.00 per year, depending on experience
  • Annual travel allowance for personal travel between Kuujjuaq and the rest of Quebec or Ottawa
  • Housing provided according to current policies
  • 35 vacation days, payable at the end of the year
  • 16 statutory holidays, payable at the end of the year
  • Option to accumulate a bank of 70 hours (10 days)

Main Tasks and Responsibilities

HR Leadership and Responsibilities

  • Lead the evolution of the HR function by developing practices, processes, policies, and tools adapted to the organization’s needs
  • Supervise and mobilize the HR team in carrying out its mandate
  • Implement performance indicators and management tools to monitor the effectiveness of the HR function

Talent Acquisition, Employee Development and Engagement

  • Develop and implement strategies to attract, develop, engage, and retain employees
  • Ensure the effectiveness of recruitment, onboarding, and integration processes to meet the organization’s workforce needs
  • Assess training needs
  • Ensure the implementation of development plans for managers and employees
  • Contribute to leadership development

Advisory Role and Labour Relations

  • Advise senior management and managers on employee-related matters and labour relations issues
  • Advise managers on performance management, skills development, and the application of policies and working conditions
  • Monitor compliance and occupational health and safety matters (CNESST)
  • Manage and monitor workplace injury and occupational illness cases

Compensation and Benefits

  • Oversee compensation and benefits activities
  • Manage and follow up on disability and leave files

Profile Sought

  • Bachelor’s degree in industrial relations, human resources, or a related field
  • Minimum of ten (10) years of experience in human resources, including at least six (6) years in team management role
  • Experience as a human resources generalist at both the strategic and operational levels
  • Significant experience managing and mobilizing teams in a multicultural and multi-site environment
  • Excellent knowledge of Quebec labour laws
  • Experience working in housing, within the parapublic sector, or in an Indigenous or northern setting is an asset
  • CHRP or CIRC designation is an asset

Skills

  • Strategic vision and ability to align HR practices with the organization’s needs and objectives
  • Ability to lead change and transform HR practices and processes
  • Strong professional judgment, high ethical standards, and discretion in handling confidential matters
  • Strong ability to exert influence and political acumen when working with management
  • Confidence and sound decision-making in complex labour relations situations
  • Fluency in French and English; knowledge of Inuktitut is an asset
