Job Profile
Reporting to the Supervisor of Property Management and Appraisal, the Senior Property Manager is responsible for the strategic management and cost-effective administration of a large and diverse portfolio of property agreements, including but not limited to leases, licenses, encroachments etc. for City-owned properties, such as office, commercial, industrial, agricultural, and community-use spaces.This includes negotiating complex and politically sensitive agreements, overseeing the full lifecycle of transactions, and ensuring they are completed on time to safeguard the City's financial, legal, and operational interests.
The Senior Property Manager monitors ongoing administration of agreements, including tenant improvements, inspections, rent collection, and compliance with lease covenants and other agreement terms. The role also conducts market and financial analyses, prepares documentation and reports for Council and delegated authorities, and coordinates operational initiatives and implements policy to support informed decision-making, financial integrity, and cost-effective outcomes across the portfolio.
The position represents the City to tenants, stakeholders, consultants, business organizations, and other levels of government, responding to sensitive or complex inquiries, facilitating conflict resolution, and managing politically sensitive matters to maintain positive relationships and uphold the City's operational and strategic objectives. In addition, the Senior Property Manager may provide guidance, training, and mentorship to new staff to ensure professional development and consistent application of policies and procedures.
As The Senior Property Manager, You Will
- Negotiate and administer property agreements, including leases, licenses, encroachments, etc., by working directly with stakeholders, evaluating proposals, and coordinating obligations to safeguard the City's interests, ensure compliance, and achieve cost-effective outcomes.
- Prepare lease documentation and reports by drafting agreements, correspondence, and formal reports for Council and delegated authorities to ensure accurate approvals, transparency, and accountability in leasing decisions.
- Conduct market and financial analysis by reviewing operating costs, appraisals /market rental analyses, and tenant financial submissions to support informed decision-making and maintain fairness and financial integrity in leasing.
- Implement a clear, consistent and comprehensive policy framework related to leasing, and when required, contribute to special projects and department initiatives.
- Monitor lease transactions and portfolio activities to ensure compliance with agreements, policies, and applicable legislation.Oversee inspections, reporting, and follow-up to maintain accountability and operational integrity.
- Perform related duties as required, including acting on behalf of the Supervisor when requested and assisting in training new staff.
Your Education And Qualifications Include
- Possession of one of the following professional designations: CPM (Certified Property Manager), ACoM (Accredited Commercial Manager), RPA (Real Property Administrator), or CLO (Certified Leasing Officer); OR a diploma in Urban Land Economics, or an equivalent combination of education, training and experience.
- Three (3) years' experience in commercial leasing practices, involving lease negotiations, drafting agreements, and engaging with tenants.
- Experience administering a commercial lease portfolio, including tracking lease expirations and renewals, ensuring compliance with lease terms, coordinating with finance and legal teams, and maintaining accurate records and databases.
- Experience reviewing and interpreting financial statements to assess property performance and support decision-making.
- Experience performing reconciliations, including operating cost recoveries and lease-related financial audits, ensuring accuracy and alignment with contractual terms.
- Experience in using property management and office software applications such as Yardi and Microsoft Office 365.
- Experience in composing detailed, explanation-based reports and professional correspondence.
- Ability to manage multiple, diverse projects simultaneously, balancing competing priorities and scopes.
- Ability to mentor and train new staff effectively.
- Ability to collaborate with internal civic departments, stakeholders, external consultants, contractors, and suppliers to achieve project goals.
- Strong verbal communication skills.
- Strong written communication skills, including the ability to write reports.
- Knowledge of City policy and procedures is considered an asset.

- The successful applicant will be required to provide a vehicle for transportation while on City business, subject to the terms and conditions of the City Transportation Policy.
