Introduction:

The Seniors’ Advocate office is an independent office of the Legislative Assembly of Manitoba and is responsible for identifying, reviewing and analyzing systemic problems affecting seniors in Manitoba and making recommendations for positive change. 

Reporting to the Research and Evaluation Coordinator, the incumbent is responsible for researching and evaluating policies, programs, and services impacting seniors in Manitoba. The incumbent also develops internal policies, procedures, reports, conducts analyses of systemic trends, and monitors the progress in the implementation of recommendations issued by the Seniors’ Advocate to government, government bodies, and service providers. Through these activities, the incumbent ensures that government, service providers, and the public are informed about issues and systemic barriers impacting seniors in Manitoba and that systems are held accountable.

Conditions of Employment:

• Must be legally entitled to work in Canada.
• Satisfactory Criminal Record Check, Child Abuse Registry Check, and Adult Abuse Registry Check.
• Ability and willingness to travel throughout Manitoba.
• Ability to work occasional weekends and evenings. 

Qualifications:

Essential:

• Post-Secondary degree or graduate degree (preferred) in social work, public administration, or related social sciences discipline with at least two years of experience in a related services field.  
• Demonstrated competency in research and evaluation including research design, employing a range of qualitative and quantitative research and evaluation methods, and conducting primary data collection (e.g., interviews, focus groups, and surveys)., interpreting and analyzing results.
• Demonstrated analytical and critical thinking skills.
• Demonstrated ability to establish and maintain effective relationships with internal and external partners to identify opportunities to enhance seniors’ services in Manitoba. 
• Demonstrated ability to maintain strict confidentiality and use of diplomacy and discretion. 
• Strong knowledge and understanding of seniors’ issues and services throughout Manitoba including The Seniors’ Advocate Act, programs, policies, and other applicable legislation. 
• Knowledge of community development and consultation processes, including an ability to interact positively and maintain positive employee, partner, and stakeholder relationship. 
• Experience working with diverse communities and cultures and an understanding of culturally appropriate service provision.
• Knowledge of systemic advocacy processes, principles, and human rights. 
• Demonstrated proficiency in Microsoft 360 and other applicable software. 
• Excellent written and oral communication skills including the ability to present complex material in accessible formats.

Desired:

• Experience and knowledge working with Indigenous communities in Manitoba and a strong understanding of ethical and Indigenous -centered evaluation and research methodologies. 
• Ability to communicate in French and/or in one of Manitoba’s First Nations languages.

The Office of the Senior’s Advocate is looking for candidates who are willing to work on a flexible schedule to cover office demands and when travelling for work-related purposes. 

Duties:

The position involves researching and evaluating issues affecting seniors and the services they receive across Manitoba. Key responsibilities include conducting evidence-based research, jurisdictional scans, surveys, interviews, and focus groups, consulting with stakeholders and the public; analyzing data and individual cases to identify broader systemic trends, monitoring the implementation and impact of recommendations; and evaluating internal programs, policies, and practices. The position also translates research and data into clear reports and recommendations to support informed decision making and positive systemic change for seniors.

Competitive process: The competition will include a board interview and a comprehensive written assessment. The successful candidate will be subject to a six (6) month probationary period.
