Senior Manager, Integrated Financial Information System (IFIS)

The Ministry of Health is seeking a dynamic senior manager to join the Accounting and Controllership Branch, leading the development and oversight of financial and administrative systems that support delivery of key government programs.

Responsibilities

  • Lead the development and oversight of financial, administrative, and operational systems to support effective delivery of government programs and services.
  • Provide strategic financial planning and controllership expertise, including budget development, risk mitigation, and compliance with government directives.
  • Advise senior leadership on the impact of evolving policies related to funding, resource management, and program delivery, ensuring alignment with organizational goals.
  • Oversee procurement, facilities, and transfer payment processes, ensuring operational efficiency and adherence to financial management standards.
  • Build strong cross‑ministry relationships and lead organizational change, driving innovation in systems, human resources, and strategic planning initiatives.
  • Inspire and develop high‑performing teams, fostering a culture of collaboration, accountability, and continuous improvement.

Meet Your New Team

You will be joining the leadership team at the Accounting and Controllership Branch which provides ministry‑wide leadership in applying accounting and controllership policies to ensure effective use of public funds. Their responsibilities include managing the Delegation of Financial Management Authority Framework, preparing the Certificate of Assurance for Public Accounts, and overseeing monthly financial close processes.

In this role, you will report to Lica Vuu, Assistant Director/A, Accounting and Controllership Branch. Successful candidates will work with a forward‑thinking leader who exemplifies a modern approach to accounting leadership.

Leadership and People Management

  • Demonstrate the leadership behaviours, attributes and mindsets for leaders across the organization to lead the OPS into the future and deliver our vision.

Financial Expertise and Knowledge

  • Expertise in multi‑year business planning, budgeting, and results‑based frameworks to align programs with ministry and government priorities.
  • In‑depth knowledge of government financial policies, audit principles, and procurement directives to ensure fiscal accountability and operational integrity.
  • Skilled in leading complex, multi‑partner projects using structured methodologies to deliver strategic initiatives on time and within scope.
  • Chartered Professional Accounting (CPA) and/or Canadian Public Finance Accreditation (CPFA) designation, or equivalent experience is considered an asset.

Relationship Management and Communication

  • Exceptional relationship management, consulting, and negotiation skills, with the ability to build and maintain effective partnerships.
  • Demonstrated ability to navigate complex and contentious issues with tact, diplomacy, and strategic guidance.
  • Strong written communication skills, including the development of work plans, briefing notes, and senior management reports.
  • Proficient in presenting at senior committee meetings, synthesizing complex technical information, and delivering insights that influence decision‑making and improve governance.
