Job Overview

Senior Instrumentation & Controls Engineer – Kitchener. The role leads the design and delivery of advanced automation solutions for municipal water and wastewater treatment and distribution systems, ensuring high‑quality, compliant designs aligned with client standards and Jacobs’ quality procedures.

Responsibilities

  • Prepare and lead the development of drawings detailing the Instrumentation & Control Systems (ICS) design for tendering and construction, including Piping and Instrumentation Diagrams (P&IDs), SCADA network architecture drawings, PAC design drawings, installation details, and cable schedules.
  • Prepare and author technical documents such as technical reports, Process Control Narratives, ICS software testing plans, tender specifications, and Opinions of Probable Cost (OPCs).
  • Oversee and coordinate the work of the IRC team and other disciplines in a multi‑disciplinary project delivery environment, ensuring project objectives and schedules are met.
  • Represent the IRC design team in client and contractor stakeholder meetings throughout all project and design phases.
  • Assist in workload planning and resourcing for IRC team members to manage ongoing project commitments.
  • Participate in construction‑related activities, including review of submittals, periodic construction site inspections, attendance at progress and commissioning meetings, and oversight of factory and site acceptance testing for IRC components and systems.
  • Guide project execution, drive technical excellence, and mentor junior engineers and designers, conducting technical reviews and ensuring best practices in automation, cybersecurity, and system reliability.

Qualifications

  • P.Eng. or LET designation in Ontario preferred, or eligible for registration in Ontario.
  • Extensive experience in municipal water and wastewater systems with a focus on instrumentation, controls, and automation.
  • Proven expertise in PLC and SCADA system design, programming, and integration, including Rockwell Automation Logix, Emerson PAC Systems, and Schneider PAC controllers.
  • Experience with SCADA/HMI platforms such as AVEVA System Platform, AVEVA Citect, Ignition, Rockwell Automation Factory Talk, and GE iFIX.
  • Industrial networking design experience with awareness of OT cybersecurity requirements.
  • Ability to lead IRC design and automation scope across projects, including control philosophy development, system architecture, and documentation.
  • Experience supporting and leading commissioning activities, including on‑site startup, troubleshooting PLC/SCADA systems, and coordinating multidisciplinary teams.
  • Strong understanding of industrial electrical and control system design standards in Canada (CEC, OESC, CSA, IEEE, NFPA).
  • Experience with site inspections, construction support, and contractor coordination for industrial or municipal projects.
  • Proven mentoring and guidance skills for junior engineers and designers.
  • Excellent communication, stakeholder engagement, analytical, and problem‑solving skills.
  • Self‑motivated with ownership, capable of leading tasks with minimal supervision.
  • Forward‑thinking mindset, passion for innovation, continuous improvement, and advancing best practices in automation and control systems.

Compensation

Base salary range: $134,000.00 – $180,000.00 (Ontario, Canada). Salary determined by work location and additional factors such as job‑related skills, experience, and education.
