THE OPPORTUNITY

The Director of Information Systems is a pivotal leadership role responsible for the strategic direction, management, and oversight of the City's Information Systems department. This role encompasses a broad range of responsibilities, including Strategic Planning, Budget & Project Management, Contract Preparation & Review, Cyber Security Incident Response, Vendor Management and Life Cycle Management. This position reports to the General Manager of Corporate Services and Chief Financial Officer, playing a critical role in the municipality's leadership team. The salary range for this permanent full-time position is: $136,572.80 - $162,344.00.

RESPONSIBILITIES

1. Operations Management

• Direct, monitor and oversee activities of Information Systems including identification, prioritization and management of projects, incident management, problem management, outage management, security management, lifecycle planning and analysis, procurement, contract review including contract negotiation.
• Direct the development and implementation of Information Systems goals, objectives, policies, and priorities for Information Systems.
• Oversee the development and implementation of technology roadmaps, supporting where the business is going through technology advancements, ensuring technology remains up to date.
• Supervise and provide strategic directives to the team.
• Explain, justify and defend Information Systems programs, policies and activities; negotiate and resolve sensitive or controversial issues.
• Ensure the security, integrity and completeness of systems aligns with the least amount of access required by business unit staff.
• Draft and implement the approved Information Systems Capital Plan from the Annual Corporate Plan.
• Prepare documentation of Request for Proposal (RFP), Request for Quotation (RFQ) or Request for Tender.
• Coordinate and evaluate tenders and recommend successful vendors.
• Provide project updates, budget information and policy change approvals to City Council.

2. Supervisory Management

• Ensure leadership aligns with the City's strategic and corporate plans as well as values and guiding principles.
• Provide a high level of coaching, training, and mentoring to section staff in the achievement of their goals and projects on an ongoing basis as well as through the performance management process.
• Manage the daily operations of the Information Systems Department, setting goals and expectations for the team, making decisions regarding staffing matters, stressing the importance of teamwork, ensuring the overall efficiency of the services provided by the team as a whole.
• Provide for the efficient and effective management and operation of the enterprise-wide programs and services provided by the section as well as continual enhancements to the programs and their processes.
• Receive and investigate complaints or concerns relative to the delivery of section services and ensure appropriate information is provided or appropriate action taken.

3. Financial Management

• Collaborate in the development of annual department business and work plans.
• Determine and prepare draft budget - operating and capital. Provide additional information as requested from Finance, City Manager and/ City Council, including budget forecasts and variance explanations.
• Review monthly financial reports and take necessary corrective measures to remain within budget.

4. Client Relations

• Liaise with various City Departments and staff in support of Information Systems program delivery and business unit technology usage.
• Keep Business Unit leadership apprised of technology solutions that will integrate or replace existing solutions, looking for ways to consolidate systems, reduce operational costs and improve customer service.
• Support Business Unit Leadership with new technology opportunities, including piloting new technology, revamping business processes and leveraging technology where appropriate.
• Receive and investigate complaints or concerns of clients related to technology use at the City, ensuring appropriate information is provided and / or corrective action is taken.

5. Other Duties

• Understand and adhere to City policies, procedures and standards, whether written or implied, as amended from time to time.
• Provide leadership for Health and Safety by making every reasonable effort to ensure the health and safety of staff within the section. Understand the safety incident reporting requirements.
• Act as a steward of the City's Corporate Culture through empowerment and support to staff.
• All employees shall act in a safe manner at all times and will report any unsafe conditions, procedures or acts for the benefit of the City. Continual adherence to the City Safety Policy is mandatory.
• Employee are expected to stay current on WHMIS and other safety-related procedures.
• Perform other job-related duties.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

• Post Secondary Degree or Diploma in Computer Science, Information Systems, Engineering or equivalent.
• Minimum of twelve (12) years' experience in Information Technology.
• Minimum of five (5) years supervisory experience.
• Advanced knowledge in all aspects of Information Technology including infrastructure, networks, storage, security, disaster recovery, application management, system integration, reporting solutions.
• Advanced problem identification & resolution skills, including communication skills and excellent presentation skills.
• Excellent interpersonal skills.
• Excellent collaborative negotiation at all levels of an organization, including vendor management.
• Ability to work effectively and professionally with all levels within the organization and externally.
• Ability to effectively transfer ideas, concepts, and information into effective and efficient strategies.
• Ability to develop, implement and evaluate innovative plans.
• Ability to work both independently as well as within a multifaceted team environment.
• Strong customer service orientation and the ability to build positive, productive business relationships.
• Ability to exercise tact and diplomacy in interpersonal dealings which are difficult, highly sensitive and confidential and may involve exposure to the media or public criticism.
• Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
• Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.

ASSET QUALIFICATIONS:

• Project Management Professional (PMP).
• Certified Information Systems Security Professional (CISSP).
• ITIL Certification in one or more areas.
• Municipal Experience.

IMPACT AND MAGNITUDE OF JOB (SCOPE):

• Lead a team of 19 full time permanent employees.
• Manage an annual operational budget of $6.2 Million and a capital budget of $1.2M.
• Ensure technology is accessible across all City Facilities and remotely for staff not in a facility, planning, managing and communicating scheduled and unscheduled outages.
• This position has two direct reports.
• This position oversees all technology related purchases, upgrades, decommissions.

WORKING ENVIRONMENT:

• Monday to Friday.
• Hours of Work: 8:30am to 4:30pm.
• Work outside of normal hours of work may be required.
• Travel may be required.
• Working in an office environment.

PHYSICAL REQUIREMENTS:

• Sitting, standing, walking, climbing, stairs, kneeling, manual dexterity, visual acuity/color vision.
• Lifting to 5kg (11lbs).
