Responsibilities

PRIMARY PURPOSE

Supervises the day-to-day payroll operations within the boundaries of legislative requirements, collective agreements, and policies for BCRTC. Coordinates payroll remittances, reconciliations, year-end payroll processes, entitlement balances, banks, records, and schedules. Participates in the development of payroll and systems related projects, designed to improve operational efficiency and support business process improvements. Provides recommendations to the Manager on resolution of payroll issues and on opportunities to enhance efficiency of payroll operations. Conducts research, assists with analysis of bargaining proposals, and prepares reports and information for management.

KEY ACCOUNTABILITIES

Provides input to development of work plans for the department, giving consideration to payroll best practices. Continuously reviews payroll processes and procedures to identify opportunities for streamlining and improved efficiency.

Supervises the processing and reconciliation of payroll, ensuring pay information on direct deposits, pay slips and required forms are accurate and all deadlines are met in a timely and efficient manner.

Oversees processing of deductions and remittances of premiums and payments to benefit carriers, government agencies, and others.

Oversees the audit of all payroll records, time sheets and reports to ensure accuracy. This includes working with multiple departments to ensure data flowing between the Payroll, Timekeeping and Scheduling (PST) system, HRMS System, EAM (Enterprise Asset management) system and EDW (Enterprise Data Warehouse) are accurate. Works with stakeholders to resolve issues and discrepancies.

Prepares month-end accruals, journal entries, statutory deductions, benefits and year-end adjustments and the general ledger interface to ensure all general ledger payroll accounts are reconciled monthly.

Coordinates and oversees annual payroll activities, including T4's/T4A's, balancing and correcting various records, accruals, setting up pay schedules, benefit deductions and related records for the year.

Ensures compliance with all legislated requirements, collective agreements, policies, and programs. Keeps current on payroll legislative changes and best practices and provides interpretations and recommendations to Manager as required. Plans and implements procedural modifications to support compliance with all changes.

Conducts analysis and research, prepares reports and information for management and for collective bargaining and related requirements. Reviews collective bargaining proposals, and makes recommendations to Manager on feasibility, appropriateness, and consistency of language from a payroll administration perspective.

Monitors peaks and valleys in day-to-day workload, identifies impacts on resourcing levels, and recommends adjustments to Manager.

Participates in development of payroll systems and other payroll processes/projects.

Provides specialized advice, information and support to management and staff, and liaises with other departments on the more complex day-to-day payroll matters. Addresses and resolves payroll issues escalated from reporting Supervisor, alerting Manager to the more critical problems as they emerge.

Leads payroll reporting including providing information to actuaries and pension reporting, completes complex payroll calculations and prepare journal entries including EI rebate, vacation differential calculations, and payouts.

Liaises with external Payroll Service Providers, WorkSafe BC, CRA, PSPP, and other government agencies, benefits carriers, and internal departments to resolve payroll related questions and issues.

Ensures payroll filing system (paper and electronic) standards and procedures are maintained and that the files are kept organized and in accordance with applicable retention regulations and standards.

Provides day-to-day oversight, coaching, guidance, and technical advice to payroll support staff (exempt and union), including training, coaching and input on performance management.

Qualifications

EDUCATION AND EXPERIENCE:

The requirements for this job are acquired through an undergraduate degree in finance or related discipline, or achievement of a Payroll Compliance Practitioner Certificate, plus five years of experience in payroll administration experience in a unionized environment.

OTHER REQUIREMENTS:

Advanced knowledge of the concepts, principles, practices, and techniques pertaining to the payroll function

Advanced interpersonal and communication skills to provide payroll-related advice, information and support to management, staff; and to liaise internally and externally to resolve payroll issues.

Solid planning and organizational skills to supervise and distribute work to reporting staff; and multi-task on a wide range of issues and time demands to meet strict deadlines.

Solid problem solving and decision-making skills to identify and resolve payroll problems or to escalate at appropriate interval.

Solid analytical skills to diagnose payroll issues and complete CRA and pension reporting.

Leadership skills to build and maintain an engaged team, and provide day-to-day supervision of payroll support staff.

Expert knowledge of payroll systems; experience with Ceridian would be an asset.

Other Information

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. Work Schedule

40 hours per week.

Rate of Pay

Salary $75,600 - $113,400 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
