Manager, Specialized Courts

Job Information

As the Manager, Specialized Courts , you will provide leadership and oversight for the Specialized Courts which includes Wellness Court and Domestic Violence Treatment Option (DVTO) Court, as well as the programs that support these court services. In this role, you are responsible for ensuring the effective operation, administration, and ongoing development of court programs that support offender rehabilitation, accountability, and successful reintegration into the community. Reporting to the Director of Court Services, you provide strategic leadership in program delivery, policy development, and service improvement while upholding judicial independence and maintaining public confidence in the administration of justice. You are an Officer of the Court, an appointed Probation Officer under the Corrections Act, and conditional sentence supervisor pursuant to section 742 of the Criminal Code, you are responsible for offender management, intensive supervision, and ensuring program objectives are achieved.

You work collaboratively with interdisciplinary teams that include departmental partners, Indigenous governments and organizations, community partners, and non-government organizations to build capacity and strengthen integrated services for offenders. You play a critical role in advancing restorative justice principles, enhancing public safety, and supporting interdisciplinary approaches to offender case management across the Northwest Territories. This requires strong leadership, sound judgment, and the ability to exercise independent authority while maintaining public confidence in the justice system and contributing to the continued evolution of specialized courts in the NWT. You also manage program resources and an annual budget of approximately $872,000.

Key Responsibilities
- Responsible for all aspects of offender management for all offenders referred to or accepted into the Specialized Courts Programs
- Develops plans and processes for the Specialized Courts programs to achieve the objectives of program delivery
- Actively foster and maintain excellent working/collaborative relationships with internal and external agencies that are fundamental to the effectiveness of the services being delivered to clients
- Manage and be accountable for the programs and services that support the Specialized Courts. This includes working with other government departments, agencies, non-government agencies and service providers.

Knowledge and Skills
- Ability to build and maintain collaborative relationships with courts, government departments, Indigenous governments and organizations, non-government organizations, community partners, and stakeholders.
- Knowledge of courtroom and registry services, court operations, and the independence of the judicial branch of government.
- Strong communication and interpersonal skills, including public speaking, presentations, and the ability to prepare, edit, and communicate information clearly to diverse audiences using tact and diplomacy.
- Knowledge of financial practices, including budgeting and variance reporting.
- Strong organizational, time management, and prioritization skills, with the ability to manage multiple competing priorities effectively.

Key Qualifications
A Bachelors Degree in a Social Sciences (criminology, psychology, social work, social justice, community justice, criminal justice, indigenous justice) or a related field (Humanities, Business Administration, Public Policy, Law, Police Studies, Legal Studies (undergraduate)) with 5 years of progressively responsible experience working in a justice or social services setting; with a minimum of 3 years experience supervising employees and a minimum of 3 years experience supervising offenders in a case management capacity.

Acceptable Equivalency
A Diploma in a Social Sciences (criminology, psychology, social work, social justice, community justice, criminal justice, indigenous justice) or a related field (Humanities, Business Administration, Public Policy, Law, Police Studies, Legal Studies) with 7 years of progressively responsible experience working in a justice or social services setting; with a minimum of 5 years experience supervising employees and a minimum of 5 years experience supervising offenders in a case management capacity.
