The Water and Wastewater Inspector (“Water/Wastewater Inspector”) is responsible for the coordination of Port Hope Area Initiative (“PHAI”) activities related to Municipal water and wastewater infrastructure approvals, inspection and permitting for the PHAI project.  Responsibilities include coordination and administration of day-to-day contractor requirements and compliance with Municipal, Provincial and Federal Regulations, Statutes, by-laws and budget requirements.

As a member of the Environmental Remediation division, the Water/Wastewater Inspector is responsible to work in accordance with the principles, framework and Standard Operating Procedures/Guidelines for the PHAI Project.

Compensation
$81,463 - $95,295 per annum

Qualifications
  • Experience as Operator in Charge (O.I.C.) as defined under the ONTARIO REGULATION 128/04, certification of drinking water system operators and water quality analysts.
  • Experience as Operator in Charge (O.I.C.) as defined under the ONTARIO REGULATION 129/04, licensing of sewage works operators.
  • Knowledge in the Ministry of Environment and Climate Change (MOECC) Safe Drinking Water Act and its related Regulations, American Water Works Association (AWWA) Standards, Ontario Provincial Standards.
  • High school diploma or equivalent required; post-secondary education in related field would be an asset.
  • Valid Water Distribution System Certificate of Competence Class 3.
  • Valid Wastewater Collection Certificate of Competence Class 2.
  • Valid Water Treatment System Certificate of Competence Class 1 or 2 would be an asset.
  • Experience in water distribution, water treatment, and wastewater collection.
  • Experience in municipal infrastructure linear construction, inspection, and planning is required.
  • Health and Safety training, including WHMIS is required; Traffic Control, Trench safety, First Aid/CPR, Fall Arrest Certificate, Confined Space Entry and Rescue Certificate would be an asset.
Responsibilities
  • Responsible to administer and coordinate the PHAI project requirements related to Municipal water and wastewater infrastructure, including review of the PHAI design plans, inspection, review for adequacy, approvals and permits and oversight of the contractors working on the project to ensure all phases of the (re)construction are in compliance with PHAI approved designs and Municipal, Provincial and Federal standards, Regulations and Acts. 
  • Ensure that all required engineering related regulatory permits and approvals are obtained for the project planned activities.
  • Inspect and verify the installation or repair of the Municipal water and wastewater infrastructure and in consultation with the applicable ORO (relevant to the PHAI project) including but not limited to watermains and sanitary sewers, and confirm related approvals, inspections and permitting are adequate and that work is completed in accordance with Regulations and Municipal requirements.
  • Communicate on a day-to-day basis with PHAI contractors and design engineers to ensure compliance and address inquiries and advise Municipal staff and ORO as required of activities being undertaken relative to the PHAI project.
  • Inspect and monitor PHAI contractors for compliance with approved designs, documents and permits.
  • Ensure compliance with Traffic Control functions and Trench Safety activities in accordance with Regulations and as required.
  • Ensure compliance with related administrative duties: maintain up-to-date records such as maps of valve locations and main locations; record actions taken (log book), report writing etc. and relate this information to the ORO.
  • Coordinate with CNL staff as required.
  • Take all reasonable and necessary precautions to ensure the safety and health of oneself, other employees, the public and any person likely to be affected by the employee’s acts or omissions.
  • Provide standard technical knowledge regarding Regulations or by-laws to division staff and participate, as required, in consultation with the PHAI Management Office, their agents and Municipal staff.
  • Adhere to high standards of ethical behaviour and demonstrate their understanding that their personal actions impact the public’s perception of the Municipality.
  • Perform other duties as assigned by the Manager or designate, with ORO being identified as designates for assigning operational assignments, if required.
Skills and Abilities
  • Ability and willingness to maintain the training requirements for the above noted Certificates.
  • Proven ability in the construction and inspection of water and wastewater infrastructure.
  • Basic understanding in AutoCAD / ARCInfo, and GIS would be an asset
  • Intermediate computer skills including Email, Word, Excel and Internet.
  • Verbal communication skills including courtesy, tact, explanation and judgment.
  • Analytical, detail oriented and problem-solving skills.
  • Interpersonal skills and customer service orientation.
Other
  • Valid and satisfactory Class ‘G’ Driver’s License and access to own vehicle.
  • Valid and satisfactory Criminal Record and Judicial Matters Check.
  • Work outside with exposure to inclement weather, noise and dirt.
  • Travel throughout the Municipality required.
  • Respond to emergencies.
  • If required, oncall duties infrequent.
