The Financial and Consumer Services Commission (Commission) is a leader in integrated financial and consumer services regulation. The Commission's mandate is to protect consumers and enhance public confidence in the financial and consumer marketplace through the provision of regulatory and educational services. With offices in both Fredericton and Saint John, it is responsible for the administration and enforcement of provincial legislation regulating mortgage brokers, payday lenders, real estate, securities, insurance, pensions, credit unions, trust and loan companies, cooperatives, unclaimed property, and a wide range of consumer legislation. The Commission is a self funded Crown corporation responsible for the administration and enforcement of financial consumer services legislation.

Investigator - Enforcement Division (Fredericton or Saint John Office)

We are seeking an experienced Investigator to join our Enforcement Division. Reporting to the Director of Enforcement, this position is responsible for investigating suspected breaches of New Brunswick Financial and Consumer Services legislation through the application of investigative, intelligence gathering, digital evidence analysis, and open-source intelligence (OSINT) techniques.

The successful candidate will assess complaints and referrals, develop investigative strategies, gather and analyze evidence, conduct interviews, support enforcement proceedings, and collaborate with regulatory and law enforcement partners. This role also contributes to identifying emerging risks and protecting New Brunswick consumers and investors.

Your Focus:

• Assessing complaints, referrals, and intelligence, and developing investigative strategies;
• Conducting investigations into potential violations of financial and consumer services legislation;
• Gathering, analyzing, and preserving documentary, digital, and testimonial evidence;
• Conducting OSINT and digital investigations to identify evidence, intelligence, and emerging risks;
• Support enforcement proceedings through the preparation of reports, evidence, and testimony;
• Building relationships with regulators, law enforcement agencies, and other stakeholders to support investigations and intelligence sharing; and
• Monitoring emerging trends, technologies, and investigative practices to strengthen enforcement activities and regulatory outcomes.

What you Bring

• Community College diploma and/or certificate in Criminology, Specialized training in Commerce, Accounting, Finance, Economics, Law, Data Analytics, or Intelligence Studies.
• Professional certification or specialized training in investigations, intelligence analysis, digital forensics, OSINT, fraud examination, compliance, or financial crime investigations is an asset.
• 3-5 years investigative experience in a regulatory, law enforcement, compliance, financial services or consumer protection environment.
• Good working knowledge of financial and consumer protection legislation.
• Experience conducting complex investigations, assessing evidence, and preparing investigative reports and recommendations.
• Demonstrated experience conducting investigative interviews and collecting, documenting and preserving evidence;
• Knowledge of internet and social media investigations, digital evidence handling, and; OSINT tools and techniques;
• Strong written and oral communication skills in both official languages are required.

Additional Strengths

• Knowledge of AI-assisted research and investigative technologies, experience with cryptocurrency, blockchain analysis, digital asset or forensic investigations, and experience using case management systems is an asset.

Salary Range: $75,482 to $103,787 (annual compensation)
