Reporting to the Grant Specialist this position is responsible for administering and monitoring various grants administered under the provincial Alberta Child Care Grant Funding Program. The program is designed to provide provincial funding to help childcare programs sustain a trained and qualified workforce of early childhood educators. The Coordinator is responsible for ensuring financial accountability for administration of the grants through the completion of detailed assessments, evaluations and recommendations for all licensed child care programs exceed in $200 million per year related to the various funding grants (wage top-ups, professional development grant, release time grant, and mandatory employer contribution). Responsibilities include: 1. Administration of multiple grants under the Alberta Child Care Grant Funding Program

• Assess, evaluate and recommend grant funding for all licensed child care programs in Alberta.
• Assess, recommend, and determine eligibility for grant funding.
• Provide general information to and address questions and inquiries from child care providers and early childhood educators regarding the grant funding policy and grant eligibility.
• Advise grant recipients when they do not meet the conditions of grant funding, explaining what they must do to meet the criteria.
• Assist child care programs with access, user interface and process of signing the grant agreement in the online Early Childhood Delivery System Portal.
• Identify delivery and payment issues and recommend options for resolution to the Grant Specialist.
• Ensure services are delivered in accordance with accepted practices and within guidelines prescribed by financial legislation, Ministerial policy and department internal procedures.
• Participate in drafting and updating the training materials and other training activities within the department.

2. Professional Development Grant administration

• Responsible for assessing, processing, tracking and recommending for payment the Professional Development and Release Time grant requests from certified Early Childhood Educators in Alberta (18,000 incoming requests in 2023-24).
• Completing quality checks on Professional Development requests assessment data, identifying and recommending corrections as needed.
• Communicating the assessment outcomes to Early Childhood Educators and child care operators.
• Review, conduct research and determine eligibility of education/training providers requesting to have their training approved by the Alberta Child Care Grant Funding Program.
• Generate and analyze reports, assist with program and financial operations and strategic direction.
• Provide advice, information and direction to child care programs and early childhood educators regarding grants available to them.

3. Develop, implement, and monitor policies and procedures for various grants under the Alberta Child Care Grant Funding Program to ensure continuous program improvement.

• Make recommendations for revision of current policy and service delivery processes.
• Interpret policy, standards and guidelines related to the various grants to support licensing and other departmental staff.
• Collect and research information for the preparation of briefing notes and action requests related to the various grants.
• Identify system issues (Child Care Information System, Access tracking database) and make recommendations for improvement.
• Participate in activities related to designing testing and implementing new provincial grant funding delivery systems (Early Childhood Delivery System).

4. Manage and respond to complaints and appeals related to the grants.

• Provide advice, information, and direction, where appropriate, to resolve the complaint.
• Request additional information with which to investigate the complaint (eg. request letter from complainant outlining concerns).
• Refer complaint as required.

Qualifications

High school diploma and three years of related experience. Equivalency: Directly related experience or education considered on the basis of:

• one year of experience for one year of education or
• one year of education for one year of experience.
