Rail Access Planner

Context

The Rail Access Planner is responsible for providing strategic guidance that leads to integrated rail access plans and optimised rail access processes - driving for maximum access efficiency and safety.

Key Qualifications

  • Experience as a professional rail access planner within the industry.
  • Extensive knowledge and understanding of access issues in a railway environment.
  • Good knowledge and understanding of contractual issues in an access environment.
  • Extensive awareness of safety issues in an operational railway environment.
  • Knowledge of access improvement initiatives and an understanding of how to drive these through to bring the desired benefits.
  • Experience planning complex, multidisciplinary construction works within operational corridors.
  • Experience leading rail access staff.
  • Experience with rail access booking systems.
  • Ability to understand various rules and regulations that dictate strategic access.

Key Responsibilities

  • Providing strategic access planning guidance and support based on industry best practice, knowledge and lessons learned.
  • Identifying access plan constraints and developing strategies to alleviate.
  • Support all parties to plan, book and utilise appropriate access aligned to associated work activity with maximum efficiency.
  • Assessing and determining need for change to access planning processes and methods and implementing changes to deliver improved performance.
  • Supporting with deconfliction analysis and implementation.
  • Supporting with improving visibility of planned and booked works.
  • Support with access specific negotiations.
  • Support access innovation – aiming to achieve cost reduction and improving safety.
  • Providing expertise to maximise the available working windows.
  • Support with the use and optimisation of the Rail access planning tool.
  • Assist with adherence to access process, procedure, and standards.
  • Communicate and demonstrate planning best practice.

Profile/Skills

Technical Competencies Required

  • Be a professional rail planner with at least fifteen years’ experience within the industry.
  • Extensive knowledge and understanding of access issues in a railway environment.
  • Knowledge and understanding of contractual issues in an access environment.
  • Extensive awareness of safety issues in an operational railway environment.
  • Extensive knowledge of access improvement initiatives and an understanding of how to drive these through to bring the desired benefits.
  • Have experience of planning complex, multidisciplinary construction works within operational corridors.
  • Have experience of leading rail access staff.
  • Have experience of rail access booking systems.
  • Be able to understand various rules and regulations that dictate strategic access.
