Regulatory Compliance & Health Quality Officer

Position Summary

We are seeking a Regulatory Compliance and Health Quality Officer to strengthen governance, quality, and accountability across our programs and services.

Reporting to the Manager, Policy and Governance Structures, this position leads regulatory compliance for health programs, funding agreements, and internal policies, while collaborating with the OHS Officer to support occupational health and safety compliance and policy development. The role ensures alignment with legislation, professional standards, accreditation requirements, and culturally safe practices, promoting a culture of quality, accountability, and continuous improvement across the organization.

What You'll Do

Clinical Governance & Health Quality

• Lead health quality, clinical governance, and regulatory compliance across health programs.


• Develop and maintain quality improvement systems, clinical standards, policies, and procedures.


• Monitor quality indicators, conduct audits, and support continuous improvement initiatives.


• Ensure compliance with accreditation, licensing, documentation, and professional practice requirements.


• Support client safety, risk management, and incident review processes.

Policy & Regulatory Compliance

• Monitor compliance with legislation, funding agreements, internal policies, and governance requirements.


• Conduct compliance reviews and identify opportunities for improvement.


• Maintain compliance tracking systems and support policy development and updates.


• Prepare reports, risk assessments, and recommendations for leadership and Council.


• Advise departments on regulatory requirements and emerging compliance risks.

Occupational Health & Safety Support

• Partner with the Occupational Health and Safety Officer to strengthen workplace health and safety compliance.


• Support the development and maintenance of OHS policies, procedures, and training materials.


• Assist with audits, investigations, corrective actions, and regulatory reporting requirements.


• Monitor legislative changes and provide guidance on compliance impacts.


• Contribute policy and compliance expertise to workplace safety initiatives and committees.

Funding  Agreement and Reporting Compliance  

• Ensuring that  Sq ʼ é wqel meets its reporting and compliance obligations under all funding agreements with federal, provincial, and Indigenous health authorities.  

• Track reporting deadlines, deliverables, and conditions attached to funding agreements with CIRNAC, ISC, FNHA, Fraser Health, and other funders.  

• Work with program managers and finance staff to ensure reporting obligations are completed accurately and on time.  

• Maintain a centralized compliance calendar for all funding agreements and reporting cycles.  



• Support program staff in preparing for funder audits, program reviews, and compliance assessments.


• Stay current on policy and reporting changes from FNHA, Indigenous Services Canada, and Fraser Health Authority; translate requirements into local practice. 

Pr ivacy and Health Records Compliance

• Supporting adherence to privacy legislation and records management standards to protect client and organizational information.  



• Support compliance with applicable privacy legislation including PIPEDA, BC PIPA, and Sqʼéwqel’s own privacy policies and codes.


• Advise staff on records retention schedules, privacy breach protocols, and data handling standards.


• Maintain compliance documentation, audit trails, and records consistent with the Nation’s records management framework.


• Support EMR/EHR optimization for consistent, accurate, and compliant data capture and reporting. 

Program Evaluation and Conti nuous Improvement

• Contributing to a learning organization by evaluating programs, identifying improvement opportunities, and supporting evidence-based decision-making.  



• Evaluate health programs and recommend enhancements in the areas of access, safety, effectiveness, equity, and cultural safety.


• Partner with the Policy Division to design and sustain policies, manuals, and the Community Health Plan by integrating clinical and quality perspectives and establishing evaluation frameworks.


• Research, analyze, and support the development of proposals and work plans addressing emerging health and compliance priorities.


• Monitor closure rates and action effectiveness for compliance and quality improvement initiatives. 

Quality Improvement (QI) & QMS

• Lead the development, implementation, and maintenance of a comprehensive Quality Improvement Program and an ISO-inspired Quality Management System (QMS).


• Design and run QI initiatives (Lean, PDSA cycles, RCA, audits), set measurable goals, and track outcomes.


• Identify areas for improvement in health, safety, and quality processes and lead cross-functional improvement projects.
  

Risk Management & Compliance  

• Assess risks (clinical, operational, regulatory) and recommend preventive measures.


• Provide support and guidance to teams on compliance matters (privacy, documentation, scope of practice, infection prevention).


• Conduct scheduled and ad hoc risk and compliance audits. 

What You Bring

Qualifications

• Bachelor’s degree in Health Sciences, Nursing, Public Health, Public Administration, or a related field; Master’s degree is an asset.


• Active registration and good standing with a relevant BC regulatory body (e.g., BCCNM) is an asset.


• Certification or formal training in Quality Improvement (Lean, Six Sigma, PDSA, etc.) is strongly preferred.


• Additional certification in Risk Management, Occupational Health and Safety, Patient Safety, or Regulatory Compliance is an asset.

Experience

• 5–7 years of experience in health quality, regulatory compliance, occupational health and safety, policy administration, or clinical governance.


• Experience working within a First Nations government, Indigenous organization, or public-sector health environment is strongly preferred.


• Demonstrated experience interpreting and applying legislation, regulations, and policy frameworks.


• Experience with WorkSafeBC, FNHA, CIRNAC, or ISC reporting and compliance requirements is an asset.


• Proven experience implementing quality management/improvement frameworks, incident management systems, audits, program evaluation, and policy implementation.

Knowledge & Skills

• Knowledge of accreditation standards, clinical documentation, scope-of-practice requirements, licensing standards, and applicable federal and provincial legislation.


• Understanding of First Nations governance, self-determination, FNHA, UNDRIP, OCAP principles, and the policy context of First Nations administration in BC.


• Strong analytical, problem-solving, and risk-assessment skills, with the ability to recommend practical solutions.


• Excellent communication skills, including policy development, compliance reporting, and briefing note preparation.


• Ability to manage multiple priorities, deadlines, and compliance requirements.


• Proficiency in Microsoft Office; experience with EMR/EHR, data analysis, compliance tracking, or document management systems is an asset.


• Strong relationship-building skills with staff, leadership, regulated professionals, funders, and regulatory bodies.


• Commitment to cultural safety, humility, trauma-informed practice, and community-centred service delivery.

Working / Special Conditions

• Initial and ongoing employment is subject to submission of a clear Criminal Record Review Program Check to ensure the safety and trust of the communities we serve. This check will be conducted every five years.

• Must possess a valid class 5 driver's license and have access to safe and reliable transportation, insured for community-based use, to effectively   transport clients, students, or children


• Flexibility in working hours is required, including evenings and weekends, to accommodate the needs and schedules of clients and community needs. Employees will be given as much notice as possible to any changes in schedule. This program will operate 2 days a week one afternoon/evening and one day on the weekend.
